Development in the Kingdom suffers from several problems that must be looked at deeply to avoid wasting national savings and achieving real development with minimal losses. One of the most important problems that hinder real development in the Saudi economy is related to government agencies, which will be focused on in this article, while other issues will be discussed in subsequent articles – God willing. In general, I will limit these problems to three main points. The first of these problems is the modest performance of government agencies. The government performance of government agencies is weak and productivity is low, which has led to a decline in the economic efficiency of the performance of these agencies. Part of the decline in performance is due to the absence of incentives and the low efficiency of some workers in these agencies and a work environment that does not help creativity or even mastery in performance. The weak performance of government agencies leads to imposing additional costs on citizens through the complexity of the investment process, slow procedures, and imposing additional costs on investors that are reflected in the costs borne by the investor and passed on to the helpless citizen, through increasing the prices of the service provided. Or this leads to a lack of investors in the targeted sector, and the prevalence of the monopoly situation or the monopoly of the few and the exploitation of the monopolistic environment by the monopolists, which government agencies contributed to creating by restricting investors and raising prices for the service provided or its poor level. In addition, the lack of clarity of procedures for investors in some government sectors and the slowness of implementation procedures lead to an increase in the risks facing investors and calculating these risks within the investment equation, which raises the expected return from investors in anticipation of the risks they face, and thus an increase in investment costs in general.
\nSecond, the bureaucratic and central complexities in decision-making, which constitute real costs borne directly and indirectly by the citizen. The bureaucratic and central complexities in decision-making, which were discussed in detail in a previous article dated 01\/07\/1432 AH, represent additional economic costs by increasing the time required to implement any transaction compared to what should happen. The additional time to complete any work represents a real cost whose consequences are borne by the entire society and are negatively reflected in the development process. Wasting time has a negative impact on the economic costs of the national economy in many cases from two aspects. First, the costs of the government apparatus increase due to the increased time needed to complete work. These are costs on society that are paid from society\u2019s savings. Second, the citizen who deals directly with these apparatuses is forced to take part of his time and disrupt his work, whether in the private, public or non-profit sector, to follow up on the completion of his transaction, which constitutes direct economic costs for the individual and economic costs for the overall economy.
\nThird: Financial waste: Despite the huge budgets spent in recent years due to oil revenues, which led to spending on services and completing work in the Saudi economy exceeding developed countries in number, the services provided by government agencies are far less than the aspirations of society. There is no doubt that what is spent on health, education, or municipal sector projects competes with what is spent in industrialized countries, while the services of these sectors do not rise to the minimum level of what is required. The Jeddah incident is a living example of the weak performance of these agencies despite the allocations they receive, to the point that a million no longer has value in government agencies and our projects have become worth billions and the results are weak. By comparing the financial inputs of government agencies with the production outputs of these agencies, we notice a severe decline in efficiency that may be caused by corruption and bribery, or it may be the weak performance and capabilities of these agencies, or both reasons may be together!
\nIn order to be able to achieve real development and raise the productivity of the Saudi economy, we are in dire need of addressing the previous points and involving society as a whole since it is concerned with the service, and the government agency is hired to serve it and not to benefit at its expense. One of the most important methods of treatment is measuring the productivity of government agencies and evaluating their performance compared to what is spent on them. Accounting for the workers in these agencies, regardless of their salaries, positions or social status. I suggest in accounting what I suggested in a previous article dated 27\/2\/1432 AH: abolishing centralization in government agencies at all levels, raising the efficiency of workers in government agencies and distinguishing between them according to productivity, transparency in all agencies and the citizen\u2019s right to obtain all information and issued decisions and abolishing the word \u201cconfidential,\u201d which the official throws in the faces of citizens when requesting any information or implementing any decision to evade.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n
