The plan is divided into three sections based on the time period it takes: short, medium and long term. Each method has its advantages and disadvantages that have been thoroughly researched in economic development books. As is well known, the Kingdom has adopted medium-term planning in all its development plans.
\nChoosing the appropriate time period depends on the goals that the plan seeks to achieve, and on the time it takes to change production inputs and outputs. For goals that can be achieved within one to three years, it is preferable to use a short-term plan, while for goals that cannot be achieved in less than four or five years, medium-term planning is more appropriate, while long-term planning is used to achieve goals that require more than ten years.
\nWhen reviewing the objectives of the plans in the Kingdom, we find that they include long-term objectives, most of which cannot be achieved within five years. Therefore, following long-term planning (25-30) years may be more appropriate. For example, we find that the objectives of the Seventh Plan include bringing about a fundamental change in the production structure, changing the pattern of national income distribution, raising the technological level through expanding education, eliminating unemployment, reducing dependence on oil as a primary source of income, etc. These are long-term objectives. The process of social and economic change and raising the standard of living require great efforts and a time frame extending to more than five years. In addition, the success of the development and planning process requires adopting a sound strategy, which requires sound and appropriate construction the further ahead one looks, while some projects included in the plans exceed the period of the current plan, and the direct and indirect effects of these projects exceed the time frame of the medium-term plan. Using medium-term planning in these cases limits the planner’s view to the direct and indirect effects during the plan period. This may be one of the reasons for the emergence of some of the problems that the Saudi economy is currently suffering from, such as the problem of unemployment, education, etc. Where we find that successive plans could not predict the economic problems that are expected to occur in the future in light of economic developments. For example, the first plan focused on the importance of the labor element and how to attract it from within and outside, and the plan did not consider the possibility of unemployment and the accumulation of expatriate labor and the treatment mechanism. Therefore, each plan has been keen to set some of the problems that the economy suffers from as goals that the plan works to treat, and it was better to predict that the path of the economy will lead to these economic problems and propose economic tools to avoid the economy falling into these economic problems.
\nSince the planner in the Saudi economy is looking to change the structure of the Saudi economy in the long term, which may occur in the next 30 or 50 years, it is not enough to put a long-term view in the medium-term plan. Rather, it is necessary to work on preparing a long-term plan covering the next 50 or 30 years and a short-term plan covering three years… The long-term plan is used as a guide in preparing short-term plans, and it also draws the broad outlines of the future of the economy in less detail, but the vision of what the economy should be is clearer, while short-term plans take care of the details within the framework of the long-term plan.
\nContinuing the five-year plan in this manner reduces the expected economic benefits from it, compared to the costs incurred by the economy to prepare it, which constitutes a waste of economic resources. This reality necessitates rethinking the plan, the method of preparing it, and the problems it suffers from in order to maximize its economic benefits.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
