High individual productivity reduces the actual cost of local products, due to the relationship between production costs, the number of hours required for production, and the efficiency of workers&#8217; performance. Therefore, economic studies have focused on worker productivity and identifying the factors affecting it to work on improving it and employing it to raise productivity, which is positively reflected on the establishments operating in the economy, and then on the overall economy and economic growth. This has led countries to focus on improving and monitoring health services in the private sector to ensure their quality and reduce the rate of errors and waste in the human element. The quality of health services depends on two main factors: spending and its efficiency, and systems and laws.<br \/>\nSpending on health and its efficiency is one of the most important indicators that reflect the interest in this sector and its impact on the health and productivity of citizens, and it is an indicator of developmental interest in health care. The proportion of spending on health care increases from the total government budget for countries that prioritize health care, as spending and its efficiency are linked to the quality of service and the direct and indirect economic impacts on the local economy from providing the service. Spending on health care is reflected in the quality of health services provided to citizens if spending efficiency and fair distribution of health services at the state level are taken into account to make them accessible to all segments of society and with the same quality. This necessitates a fundamental role for the government in providing the service to cover demand in the event that the private sector is unable to do so, because it is ultimately the responsibility of the government, and organizing and monitoring the service provided by private entities to ensure that its level is raised to achieve its goal of providing health services that guarantee the quality of service and reduce errors to positively reflect on the lives of individuals.<br \/>\nTo know the development interest among the countries of the world in health care and what is allocated in economically advanced countries and developing countries, the following data compares the average of industrialized and developing countries and the percentage of what is allocated in the Kingdom. In the absence of information on spending efficiency, the focus will be on comparing spending between countries of the world according to the World Health Organization (WHO) data for 2009. For example:<br \/>\n\u2022 Spending on the health sector between countries of the world as a percentage of gross domestic product, the average of industrialized countries exceeds 9.5 percent, while the average of developing countries is 5 percent. In the Kingdom, the percentage reached 5 percent, which is similar to the spending of countries with a lower level of development and income than the Kingdom, such as Egypt. In addition, countries such as Nigeria, Iran, Azerbaijan, and others, their spending on health as a percentage of gross domestic product exceeds the spending of the Kingdom.<br \/>\n\u2022 Spending on health as a percentage of government spending, which reflects the interest of governments in health care as a priority in government spending, the global average for industrialized countries is estimated at about 16 percent, while the average for developing countries is around 8 percent. As for the percentage of spending on health care to total government spending in the Kingdom, it reached 8.4 percent.<br \/>\n\u2022 Government spending on healthcare per capita in dollars according to the purchasing power parity of the dollar, meaning that the comparison is based on the purchasing power of the dollar in each country. The average spending on healthcare per capita in industrialized countries is $2,300, and in some countries it reaches $4,000, while in the Kingdom, spending on healthcare per capita did not exceed $770, which is considered low by the standards of industrially advanced countries.<br \/>\n\u2022 The private sector\u2019s contribution to total healthcare spending in industrialized countries is 20 percent, while in developing countries the average is approximately 50 percent, and in the Kingdom it reached 33 percent.<br \/>\n\u2022 Comparing the number of doctors per ten thousand citizens, one doctor per ten thousand citizens, the average in industrialized countries is 30 doctors, while in the Kingdom the percentage is 16 doctors per ten thousand citizens.<br \/>\nThe above comparisons show that spending as a percentage of income or government spending on healthcare in economically advanced countries is higher than its counterpart in developing countries, despite the fact that industrialized countries adopt market mechanisms and reduce the role of the state in economic affairs, and that the private sector is the basis for providing services. However, because a large part of health care services cannot be provided through market mechanisms, governments in countries that care about the economic and social impacts of these services on the social and economic well-being of individuals always work to provide them and make them available to citizens. The dominance of the private sector in providing services, with the absence of the government in the sector, the weakness of the services provided by the government sector, and the absence of appropriate government legislation and monitoring of their implementation to ensure monitoring of service performance in the private sector, leads to turning the lives and health of citizens into a source of profit for the private sector to maximize its profits at the expense of society.<br \/>\nThe most important conclusion from the previous comparisons for the Kingdom is the weak percentage of spending on health care in relation to the government budget or as a percentage of gross domestic income compared to the global average, which raises a question about the developmental importance of health care. This decrease in the percentage of what is spent on health care has led to a scarcity of health care compared to demand and poor quality and poor quality, so that health services in the government sector become repellent to citizens. This scarcity and poor quality of services from the government sector have created investment opportunities for the private sector to benefit from the deficit in government supply to meet local demand for health services, which explains the high percentage of the private sector&#8217;s contribution to total spending on health care in the Kingdom. The private sector contribution in the Kingdom is high compared to the average of industrialized countries, which reflects the weakness of the service provided by the government sector and the emergence of a demand gap that created investment opportunities for the private sector to provide services in the absence of health legislation and weak performance oversight.
